That's definitely true, the management has to have a real 'game plan' on how to put the girl in the market.
And it's also about simply being lucky; if a girl gets one big show/campaign or is liked by, say Mario Testino or another great photographer, the rest will follow. Clients often book girls because other people book them and because they work well, instead of booking the girl they just like best. And then they get booked again because they booked them, and so on..

It depends on the current trend on the industry. Remember how the Alien-doll face movement gave birth to the top models we've known and love (Tanya D, Lily C, Gemma etc.). Then there is the bleach blonde hair/brows look and the asian surge on 2010. Lately, there is the dark hair-a girl w/ the dragon tatoo look just like Kati Neshner and Katlin Aas.
It also depneds on a model's agent. Joan Smalls was modeling a long time but her affiliation with IMG models made her to open Givenchy and transformed her into a household name.
